Marriage agencies or web sites?

I have a friend who was abused by her then boyfriend, now her ex who says he tries to connect with women through sites meeting but gave false information known, and said that he is attentive and caring when it can be very cruel to women and often violent if not do what you want. Is it possible that it can be blacklisted by all dating sites and agencies so that no one would suffer in a relationship with this guy? Please help!
